Residents may be: Bedbound or wheelchair dependent Cognitively impaired (dementia, Alzheimer's) Sensory impaired (deaf, blind) Medically dependent (oxygen therapy, connected to equipment) Psychologically resistant to change or movement Evacuation Strategy Options Progressive Horizontal Evacuation (Preferred): Move residents to adjacent fire compartment on the same level No vertical travel required Minimum 30 minute fire rated compartment walls Sub compartments of maximum 750m² recommended Sufficient space in receiving compartment for all evacuated residents Vertical Evacuation (Last Resort): Only used if fire compromises all compartments on one level Requires evacuation equipment (ski sheets, evacuation chairs, refuge floors) Significantly slower than progressive horizontal evacuation Staff training essential — must be practised regularly Detection and Alarm L1 detection throughout (BS 5839 1) — every room and escape route Staff paging/alert system — not building wide alarm initially Integration with nurse call system Aspirating detection in corridors for earliest possible warning Staffing Considerations Night time staffing is critical: Minimum staff to resident ratio must support evacuation of one compartment Staff must be trained in evacuation procedures including equipment use Regular fire drills at night (tabletop exercises minimum, live drills preferred) Agency staff must receive fire safety induction before working alone CQC and Fire Safety The Care Quality Commission considers fire safety under Regulation 12 (Safe Care and Treatment) and Regulation 15 (Premises and Equipment).
