The work starts with the building information and the question to be answered. Each stage records the basis of the review, the evidence relied on and the limits of the conclusion.
Confirm the building and phase
We review the supplied drawings, height, storeys, number of dwellings, occupancy position, jurisdiction and whether the enquiry concerns new work, refurbishment, change of use or an occupied building.
Review the fire-safety evidence
Existing fire strategies, fire risk assessments, external wall information, change records and reviewer comments are checked against the question being asked.
Prepare the scoped technical output
The deliverable may be a fire strategy, fire risk assessment, evacuation-strategy review, gateway evidence support or a defined gap analysis, depending on the agreed scope.

External wall information review
External wall appraisal or PAS 9980-related work is a separate written scope where required. Magnus Opifex Seven does not issue or sign EWS1 forms.

Specialist modelling where separately scoped
CFD, smoke or evacuation modelling is included only when the design question needs it and the modelling assumptions can be agreed.

Fire risk assessment for common parts and relevant occupied-building areas, with significant findings and action priorities recorded.
Management and handover information
Review of fire-safety information, management arrangements and golden-thread gaps where those items are within the written instruction.
What makes residential & mixed-use fire safety different
Residential buildings are occupied by people who sleep, who may not be able to self-evacuate, and who are not managed by an employer — so the evacuation strategy carries the entire life-safety argument.
The stock is mixed: the same portfolio can contain new-build higher-risk blocks, converted low-rise, student accommodation and legacy social housing, each with a different evidence position.
In-occupation duties, design duties and external-wall questions arrive from different directions at once, and the evidence one dutyholder holds is rarely the evidence another one needs.

Which requirements typically apply, and how
Regulatory Reform (Fire Safety) Order 2005, as amended by the Fire Safety Act 2021
Applies to the common parts and structure of multi-occupied residential buildings in England and Wales; duties sit with the Responsible Person.
Fire Safety (England) Regulations 2022
Adds specific duties for certain multi-occupied residential buildings in England, scaled by building height.
Building Safety Act 2022
Where a building meets the higher-risk criteria in England, Part 4 in-occupation duties and the higher-risk building-work procedures apply; applicability is confirmed per building, never assumed.
BS 9991 and PAS 9980

- ·This is technical fire-safety consultancy. Magnus Opifex Seven is not a building control authority, not the Building Safety Regulator, and not a certification body.
- ·We do not take on Responsible Person, Accountable Person, Principal Designer or Principal Contractor duties, and no approval outcome, programme or cost is guaranteed.
- ·British Standards and PAS documents are standards and guidance, not legislation; where they are referenced the statutory position is stated separately.
- ·We do not issue or sign EWS1 forms. EWS1 is a valuation-related form for lenders and is not a life-safety certificate or a fire risk assessment.
