    What fire safety management covers

A fire risk assessment identifies risk at a point in time. Fire safety management is the ongoing system that keeps that risk controlled: named duties, routine checks, testing and maintenance records, training and drills, control of contractors and building changes, and a route by which defects are raised, tracked and closed.

Duties differ by jurisdiction and by building. In England and Wales the Regulatory Reform (Fire Safety) Order 2005, as amended by the Fire Safety Act 2021, places duties on the Responsible Person, and the Fire Safety (England) Regulations 2022 add specific requirements for certain multi-occupied residential buildings. In-occupation duties for higher-risk buildings in England sit with the Accountable Person and Principal Accountable Person under Part 4 of the Building Safety Act 2022. Scotland and Northern Ireland have separate statutory routes. The applicable duties are confirmed for the specific building rather than assumed.

Standards and guidance such as BS 9997 for fire risk management systems and BS 8629 for evacuation alert systems in certain tall residential buildings are British Standards, not legislation. Where a project chooses to follow them, that is stated as a design or management decision, not as a legal requirement.

    When this service is useful

Fire safety management fails when responsibility is unclear, records are thin, and building changes outrun the strategy.

Written fire safety management arrangements for a specific building or estate: who holds which duty, what is checked and how often, what evidence is kept, and how defects escalate. The output supports the Responsible Person and other dutyholders; it does not transfer or discharge their legal duties.

    Primary outcome

Written management arrangements, an emergency plan and an evidence structure the building team can maintain without specialist language.

Complex occupancy with multiple tenants, departments or managing agents

A written fire safety policy exists but is not followed consistently

Passive protection defects or unclear fire-stopping records

The emergency plan predates a change of layout, use or staffing

A dutyholder wants stronger evidence before an audit, insurer or enforcement review

In-occupation duties for a higher-risk building in England need structuring

    What you receive

Clear outputs you can act on.

Typical outputs for this service are listed below. The exact format — report, review notes, survey record or technical position — is confirmed in the agreed appointment, and each records the information supplied, the assumptions used and the limitations that apply.

Fire safety management gap review against the duties identified

Written management arrangements and role and responsibility matrix

Emergency and evacuation plan, or review of the existing plan

Inspection, testing and maintenance evidence map

Passive fire protection review scope and defect escalation route

Training and drill logic for the roles identified

Record and review structure for ongoing control

How we scope and coordinate the work

The service is defined before the fee is quoted.

The scope is set from the building facts, drawings, jurisdiction, project stage and the question the written output needs to answer.

    Scope point 01

    Responsibility map

Every recurring duty is written against a named role: owner, occupier, manager, contractor and escalation point, so nothing depends on individual memory.

    Scope point 02

    Evidence structure

Records are organised around the questions an auditor, insurer or investigator actually asks, rather than accumulating as unsorted paperwork.

    Scope point 03

    Passive and active interface

Compartmentation, doors, dampers, detection, alarm and smoke systems are connected to the human procedures that depend on them.

    From enquiry to written report

A clear sequence from information request to issued output.

Every stage records what has been supplied, what remains open and what the report can and cannot conclude.

    01

    Scope agreement

We agree the building, estate, jurisdiction and depth of review in writing before any site work.

    02

    Reality review

We compare written procedure with how the building is actually occupied, staffed and maintained.

    03

    Duty mapping

We define who owns each recurring task and what proof that task has been done.

    04

    System build

We write the arrangements, plan, checks, training logic and record structure into a maintainable cycle.

    05

    Handover

We brief the building team and leave a structure that can be run without specialist language.

How the evidence becomes a written output

A simplified view of the sequence described above. The actual steps, inputs and outputs are confirmed in the written scope for your project.

    Recorded basis

A scoped, documented management review process

The building or estate, jurisdiction, applicable duties and depth of review are defined in writing before a fee is quoted.

Applicable duties identified before arrangements are written
Each recurring task assigned to a named role
Defect escalation route recorded rather than assumed

    Result

The output records the arrangements, roles, checks and evidence structure derived from the information supplied and observed on site, with gaps recorded as gaps. Statutory duties remain with the dutyholders.

What this service does not include.

    • Management arrangements do not transfer or replace the Responsible Person's or Accountable Person's legal duties.
    • The output does not certify legal compliance; implementation, monitoring and review remain with the dutyholders.
    • We do not act as the Responsible Person, Accountable Person, Principal Designer or Principal Contractor.
    • A management review is not a fire risk assessment unless a fire risk assessment is separately scoped.
    • Passive fire protection work is reviewed and specified as a requirement; we do not carry out installation or remedial works.
    • Intrusive opening-up, sampling and destructive inspection are only carried out where separately agreed in writing.
    • Fees and programme are confirmed in a written quotation after the scope is agreed.

    Questions about this service

How is this different from a fire risk assessment?

A fire risk assessment identifies significant findings at a point in time. Fire safety management is the ongoing system of duties, checks, records and escalation that controls those risks day to day. The two are often needed together.

Do you write emergency and evacuation plans?

Yes, within an agreed scope. Plans are written against the actual occupancy, staffing, vulnerable-person arrangements and building systems, and are reviewed with the people who would have to use them.

Can you help with passive fire protection records?

Yes. We can review the evidence held for doors, fire stopping, dampers and compartmentation, define the gaps and set out a practical record structure. We do not carry out installation or remedial works.

Do you take on the Responsible Person duty?

No. We provide technical consultancy support. The Responsible Person, and where applicable the Accountable Person, retains the legal duty and the decisions that follow from it.

Do the same duties apply across the UK?

No. England, Wales, Scotland and Northern Ireland have separate statutory routes, and additional requirements apply to certain residential buildings in England. The applicable duties are confirmed for the specific building.

    Request a written scope

Send the building details. We will define the management scope.

Provide the address, use, storeys, jurisdiction, occupancy model and the fire-safety records you already hold. We will respond with the scope required for a written quotation.

Executive fire-safety briefing for senior decision-makers

C-Suite Fire Briefings — a tailored fire-safety briefing for boards and senior leadership, focused on governance, duties, risk, evidence, decisions and next actions; scope and fee are agreed in writing after a free initial consultation.

    • Each briefing is prepared for one organisation and one leadership team. There is no standard programme.
    • Scope, format and fee are agreed in writing after a free initial consultation.
    • Professional advice is engagement-specific and evidence-specific: what we can say depends on the information made available to us.
    • The briefing does not constitute regulator approval, certification, legal advice or statutory sign-off.
    • The briefing is not a substitute for project-specific fire engineering work, a fire risk assessment or a fire strategy.
    • Nothing is charged before you accept a written fee proposal.

Fee confirmed in writing after scoping.
