FRAEW and PAS 9980 External Wall Appraisal

Assess the fire risk presented by an existing block's external wall construction.

    Scoped

the instruction and exclusions are agreed in writing

    Evidence-led

unknowns and access limits stay visible

    Actionable

the output supports a defined project decision

FRAEW is not an EWS1 form

PAS 9980 provides a methodology for appraisal of the fire risk of external wall construction and cladding of existing blocks of flats. The appraisal is not a life-safety certificate.

EWS1 is a valuation and lending process form. Any request for a signed EWS1 is reviewed separately and depends on a suitably competent and appropriately insured signatory; this page does not promise that Magnus will sign one.

    When this service is useful

FRAEW and EWS1 answer different questions: the appraisal concerns fire risk; EWS1 is a valuation and lending form.

A scoped fire risk appraisal of external walls based on the records, investigation evidence and building context available, with uncertainties and further investigation needs stated.

    Primary outcome

A written FRAEW scope and appraisal record, subject to sufficient evidence and agreed investigation.

    External wall construction is uncertain

A lender or valuer has raised an EWS1 question

    Opening-up evidence needs technical review

    An existing appraisal requires review

Remediation options need a risk basis

    What your report includes

Written outputs depend on the agreed scope.

The report records the information supplied, the assumptions used, the limitations that apply and the actions or technical position within the agreed service scope.

    Evidence and information sufficiency review

    Agreed inspection and opening-up strategy

External wall system and fire-spread appraisal

    Uncertainty and limitation schedule

    Risk-informed recommendations and further-work needs

How we scope and coordinate the work

The service is defined before the fee is quoted.

The scope is set from the building facts, drawings, jurisdiction, project stage and the question the written output needs to answer.

    Scope point 01

    Question separated from form

The fire-risk appraisal and valuation-form request are scoped separately.

    Scope point 02

    Investigation-led

Evidence sufficiency and opening-up needs are resolved before conclusions.

    Scope point 03

    Uncertainty visible

Unknown materials or inaccessible areas remain explicit limitations.

    From enquiry to written report

A clear sequence from information request to issued output.

Every stage records what has been supplied, what remains open and what the report can and cannot conclude.

    01

    Triage evidence

Review the building and external-wall information held.

    02

    Agree investigation

Set inspection, sampling and opening-up scope.

    03

    Appraise

Assess external-wall fire risk within the agreed methodology.

    04

    Peer review

Resolve evidence questions and document limitations.

    05

    Issue

Provide the appraisal and risk-informed recommendations.

    Recorded basis

    A scoped, documented technical process

The question, available evidence, access and required output are agreed before a quotation is issued.

    Scope and exclusions agreed
    Evidence and limitations recorded
    Written output issued

    Result

The appraisal records the evidence and limits used; it is not an EWS1 promise, certificate or guaranteed outcome.

    Questions about this service

Is FRAEW the same as EWS1?

No. FRAEW is a fire risk appraisal of an external wall; EWS1 is a valuation and lending process form.

Can Magnus sign an EWS1 form?

This page makes no such promise. Each request requires separate review of scope, signatory competence and professional indemnity cover.

    Will opening-up be required?

That depends on the evidence already held. Any intrusive investigation is agreed and scoped separately.
