A design fire strategy is developed alongside a proposed design. A retrospective fire strategy examines an existing building and reconstructs its intended fire-safety basis from drawings, records, surveys and the conditions that can be observed.
It is not retrospective approval. Missing evidence remains a recorded gap, and opening-up or specialist analysis is only included where separately agreed.
